Does characterisation constitute certification?
No. A research test addresses a technical question. Compliance assessment and certification require the appropriate procedures and competent organisations for the application.
Can we start with an existing material?
Yes. The discussion may concern a currently used combination, an alternative configuration or a new functional requirement. Feasibility is assessed case by case.
